I think a Hover sucks better because I have one myself and it works perfectly.
I love my Hoover!
my girlfriend is a hoover and works perfect.
It obviously depends on how much you are willing to spend, they both make a good product, and if you are in the 150.00 ro 300.00 range, I would go with a Black and Decker.
